IPRT contributed to the Liberties EU Rule Of Law report 2023. It lays out the most striking developments concerning justice, corruption, civic space, media freedom, checks and balances, and systemic human rights issues across 18 states.
In the report, IPRT raised a number of issues including access to prison litigation, use of video links in proceedings, access to in-court interpretation, lack of available data, state of independent authorities, issues with publication of reports, access to entitlements in prison, the system of prison complaints, overcrowding in prison and mental health.

Liberties and its members have reviewed the Commission’s report and produced the gap analysis to highlight areas where national-level organizations, including Ireland, highlight ongoing problems that could and should have been addressed by the Commission in its analysis.
Respect for rights in the penal system with prison as a last resort.
