Overcrowding and the high proportion of prisoners who enter prison already experiencing substance abuse issues exacerbate the problem of drugs in prison. More humane prison conditions and the provision of drug counselling services will create a better and safer legacy.
Respect for rights in the penal system with prison as a last resort.
