Writing in today's Irish Examiner, crime correspondent Cormac O'Keeffe reports that seven years after "one of the most savage killings in Irish prisons" there is still no report from the Commission of Inquiry into the death of Gary Douche in Mountjoy Prison in August 2006 - but it is expected by end 2013.
The article quotes Liam Herrick, Executive Director of IPRT, who describes the delays as a matter of “grave concern”, and outlines the legal obligation of the State - established by successive rulings of the European Court of Human Rights - to set up investigations into deaths in custody that are “independent, comprehensive and conducted within a reasonable time period”.
Liam states that major issues are being examined by the commission: “There are serious issues about assessment or risk, the protection of vulnerable prisoners, the appropriate treatment of mentally ill prisoners.”
