IPRT submission to the Department of Children, Disability and Equality on its Statement of Strategy 2025-2027

This submission from IPRT urges DCDE to ensure its 2025–2027 Statement of Strategy addresses the complex disadvantages experienced by people in prison and their families, with a focus on youth justice, children with a parent in prison, persons with disabilities, and Travellers.  

While progress has been made in advancing the rights of minority groups, significant gaps remain for those affected by the criminal justice system. IPRT is calling for stronger commitments on diversion and non-custodial measures, dedicated supports for children and families, protections against discrimination on the basis of criminal conviction and socio-economic status, and the expansion of culturally appropriate programmes for Travellers.  

Improved data collection, interdepartmental collaboration, and full incorporation of the UNCRC into domestic law are essential to achieving fairer outcomes for some of the most marginalised communities in Ireland.
