In its Strategic Plan 2008-2010, IPRT articulates a vision for the Irish penal system where imprisonment is used only as a last resort. In this Position Paper we set out the case for such a system, including an exposition of the main concepts that the system should be based on and the practical steps that can be taken at the level of law and state policy to achieve this vision.
This Position Paper supplements, and should be read in conjunction with, the IPRT Position Paper 6 - Planning the Future of Irish Prisons, which includes a number of specific recommendations in relation to the direction of penal policy in Ireland.
