Census of Restricted Regime Prisoners April 2019

The Irish Prison Service Statistics Office has published the Census of Restricted Regimes April 2019. The census contains information on the number of prisoners on a restricted regime, meaning that their out-of-cell time is restricted to five hours or less per day.

At the time of the April census, 577 prisoners in total were subject to a restricted regime, an increase of 7 prisoners since January 2019. Of this, 48 prisoners were on a 22-hour restricted regime and 3 prisoners were on a 23-hour restricted regime. 

Key statistics from the census for April 2019:

  • 577 prisoners in total were subject to a restricted regime.
  • 545 (13% of prison population 4,043) prisoners restricted on grounds of protection/vulnerability (Rule 63), of which 530 were there of their own request.
  • 30 prisoners restricted on grounds of order (Rule 62).
  • 2 prisoners were restricted due to medical reasons (Rule 64).
  • 0 prisoners were restricted due to discipline (Rule 67, Part 3 Prisons Act 2007).
