IPRT Briefing: Fines Bill 2009 (Report Stage)

IPRT welcomes the proposed Fines Bill 2009, and believes that this legislation is extremely significant and should be passed with urgency.

However, we believe that the legislation as currently stands does not provide a system in which imprisonment is only ever used as a measure of last resort in relation to fine default. Some changes still need to be introduced before it is enacted into law, as detailed in the briefing.
