Panel discussion to reflect on the recent report of the Council of Europe’s Committee for the Prevention of Torture (CPT) on its official visit to Ireland.

The Irish Penal Reform Trust (IPRT) invites you to a panel discussion to reflect on the findings of the Council of Europe’s Committee for the Prevention of Torture (CPT) following its most recent official visit to Ireland. The CPT’s report, published in July 2025, highlights pressing issues within Ireland’s prisons and other places of detention including Oberstown Detention Campus. 

The discussion will explore the report’s key findings, their implications for human rights and penal reform, and what steps are needed for meaningful change. 

 

Panel Discussion 

The panel will be chaired by IPRT’s Executive Director, Saoirse Brady, and will include contributions from: 

Mark Kelly – Chief Inspector of Prisons 

Mary Rogan – Professor in Law, Trinity College Dublin 

This event is open to our members as well as policymakers, legal professionals, academics, civil society advocates, people with lived experience of the system and all those with an interest in human rights and prison reform in Ireland. To ensure fair access, attendance is limited to a maximum of two representatives per organisation.
