Round-up: IPRT Annual General Meeting (AGM) 2026
16th September 2026
The 2026 Annual General Meeting (AGM) of Irish Penal Reform Trust (IPRT) took place in-person in Dublin on Wednesday 16 September 2026. At the AGM, reports on activities and developments during 2025 were presented to members in attendance by Chairperson Derval MacDonagh and Executive Director Saoirse Brady. Treasurer David O'Riordan gave a financial report for the year ended 31 December 2025. The IPRT Annual Report - Audited Financial Statements for the financial year ended 31 December 2025 was launched at the AGM.
Board Elections
In line with IPRT’s governance procedures, one-third of Board members resigned by rotation at this year’s AGM. Noel Moloney retired following the completion of his second term. David O’Riordan was re-elected for a second term, while Amy McArdle and Róisín Mulgrew were each re-elected for a further one-year term. Members also approved the appointment of Jane Horgan-Jones, who had been co-opted to the Board in 2026.

IPRT Annual Prisoner Member Survey 2026
At the AGM, IPRT's policy officer, Arron Claffey-Conneely, presented the findings of IPRT’s 2026 Prisoner Member Survey, which received 35 responses from 25 men and 10 women. When asked to identify the three issues most in need of reform from a list of 11 options, respondents highlighted:
-
Prison conditions, including overcrowding
-
Access to temporary release
-
Access to services, including psychology
The findings provide valuable insight into the issues that matter most to people in prison and help inform IPRT’s ongoing research, policy and advocacy work, ensuring that the experiences and perspectives of people directly affected by imprisonment remain central to our efforts to promote meaningful reform.
