This Bill seeks to implement the Supreme Court ruling in Wayne Ellis v Minister for Justice  and repeal provisions relating to mandatory minimum sentences that apply when an offender commits a second or subsequent offence under the relevant legislation. IPRT believes the Bill could go further than simply repealing these limited provisions.

New figures published by the CSO find that almost 62% of people released from prison in 2015 re-offended within three years. In response, the IPRT is calling for the Government to introduce a statutory obligation on agencies co-operate around prisoner release.

MEDIA ADVISORY: IPRT's response to the Office of the Inspector of Prisons Annual Report 2020. The Annual Report details a number of significant concerns about the current operation of the prison complaints system and repeats the view, similarly expressed in several previous reports, that the system is “unfit for purpose”.
